Wayne Thomas Memorial Fund
Background
The Construction Safety Summit (CSS) of Portland, Oregon, is honored to establish this fund in memory of Wayne Thomas. Wayne was a well known and highly respected Safety Professional in the Northwest and it is through this fund that the CSS intends to recognize and preserve his many career accomplishments. Noteworthy among his contributions was his dedication to the improvement of the safety and health of construction workers throughout the region. Additionally, his commitment as mentor to fellow safety professionals was generous and unwavering. His gracious leadership and solid professionalism touched and inspired the Northwest construction industry, enhancing the worker’s right to go home safe to their loved ones at the end of the day.
Purpose
The Wayne Thomas Memorial Fund (WTMF) will provide financial aid toward professional development opportunities to eligible safety professionals in the Greater Portland region, seeking to advance their skills in the field of construction safety. In addition, the fund will also be available, on a case by case basis, to advance construction safety for the common good of the CSS and its participants, to include funding of its workshops and other educational opportunities, such as the bi-annual GOSH Conference, and contributing to institutions of higher learning offering accredited safety studies.
WTMF Selection Guidelines and Procedure
Preferred requests for individual or group WTMF assistance, include, but are not limited to, preparation and sitting for the CHST, OHST, ASP, or CSP certification process, or other safety certifications recognized by ASSP and/or the BCSP. Courses relevant to construction safety that an employer will not provide for will also be considered. WTMF also makes funds available to local college institutions who offer programs in EHS instruction.
Eligibility
To constitute WTMF assistance eligibility, applicants must meet the following requirements;
Individual.
· Paid enrollment in a professional development course or class
· Involved participant of the CSS and attendee of its meetings and workshops
· Live and/or employed in the Greater Portland area for a minimum of two years
· Financial support for continuing safety education not available through employer or unemployed
· Has not received assistance from the fund within the last year
Exceptions can be made on a case by case basis
Group.
With CSS Steering Team approval, the WTMF may provide assistance to professional development opportunities that provide training and education to CSS participants. These include but are not limited to the following.
· Funding of speaker/presenter fees at CSS workshops
· Funding of speaker/presenter fees at local safety conferences, such as the GOSH
· Sponsor other functions or events that promote safety in the Greater Portland area
· Support institutions of higher learning in sustaining and upgrading safety study programs in the Pacific Northwest
Criteria.
Individual.
Selection is based on the applicant’s overall career, with special emphasis on current financial need. The professional meriting this assistance is a potential leader in safety, with goals to contribute to the establishment, improvement, and/or advancement of the construction safety profession in the Greater Portland area.
Professional achievement and contributions in the following main categories will be considered.
· Professional employment
· CSS, community and public service
· Other pertinent achievement and contribution
Group.
Selection is based on the expected benefit the training and/or educational professional development opportunity will provide CSS participants, including long term benefits derived from graduates of regional colleges, degreed safety professionals, working in the Greater Portland construction industry.
Selection Process
A committee of three will be formed to manage the selection process. Its duties and responsibilities include the following.
· Accept and review applications for assistance as they are submitted
· Make a recommendation to the CSS Steering Team for acceptance or denial of the application
The CSS Steering Team will have reviewing authority on assistance provided. Individuals and groups are limited to one application for assistance per calendar year .
Distribution of Funds
Applicants may apply for funds toward study material, course registration, certification exam and other associated costs. Coverage for Personal Development Conference attendance expenses is not eligible, the exception being for a conference session(s) providing relevant certification track study courses. Assistance is limited as outlined below.
· Maximum $1500 per individual applicant. A receipt of fees paid must be included with the application
· Maximum $2500 for group and/or organization financial support applications
Financial assistance granted in a year is limited to a maximum 50% of the WTMF balance at the start of the year.
Funding the WTMF
Different funding sources will be utilized including but not limited to the following.
· Personal and corporate donations
· Opportunities at the GOSH conference
· Drawings at the CSS monthly meetings
· Other activities so made available
· Earnings from Golf Tournament
Monies raised, will be deposited in the CSS checking account opened for this purpose.
